While two superpowers are apparently relaxing under the spitit of glasnost, Nicholas Koniev, a Soviet strategic and technical genius and a Spetznaz-trained warrior, is leading a near-suicidal mission in to the American submarine base of Bangor, Washington-home of the vital Trident missile subs. He appears to be using mini-subs to seed the harbor with sonar-activated mines that will deny the Tridents access to the Pacific, but appearances are deceiving. His actual mission is a one-man quest to neutralize the Trident system forever.
