This novel reads more like a serial, with peaks and resolutions throughout the story. None of the characters are particularly likeable, and when Niven killed one off I found myself shrugging, "Oh well." The final resolution was engaging, but not worth the level of tedium that led up to it. Not much action here, and a whole lot of beaurocratic exposition.
