This was my first exposure to Justina Robson's work and I picked it up because I was (and still am) deeply interested in brain function and consciousness.

In Mappa Mundi, Robson has the search between consciousness and function be deeply interesting to various governments, with good reason in the logic of the book.

I don't think I'm giving away too much to say that the book echoes similar themes that Robson's explored in other works, and she ties consciousness to quantum theory in a big way.
