The question is one of national sovereignty, and whether American military personnel can be FORCED to serve under a foreign power. Bill Clinton seized unprecedented powers when he authorized himself to place American soldiers under U.N. control without regard to existing statutory law, without regard to the clearly delineated powers of Congress, and without regard to the Constitution of the United States.
