Emily Carlin works for FDS, a private military company. The CIA has hired FDS. They want Emily Carlin, a psychological profiler, to go undercover in the war-torn country of Ubasi to make an assessment about Jean-Charles Laroque, the tyrannical ruler who has taken over the country in a coup. The CIA wants to know if this new ruler will need to be assassinated to protect U.S. oil interests. But when Emily meets Jean-Charles, she doesn't see a tyrannical leader. She sees a man who is fighting to help the people in this struggling country.

This is one of Loreth Anne White's older category romances. I found the first chapter very confusing. The explanations about the takeover of Ubasi and the U.S. interest in the coup made my eyes cross. The story got interesting when Emily was taken from her hotel room to the palace to meet with Jean-Charles who had spotted her in the streets earlier in the day. These two definitely had chemistry; but Emily had a job to do and wasn't going to let her interest in him get in the way. In turn, Jean was suspicious of her suddenly showing up in the country and wasn't about to trust her. The story was okay, but I thought the romance needed some work. My rating: 3 Stars.
