My son-in-law has asked me for suggestions on werewolf books, but he is not into the romance that most of what I read (Paranormal Romance) has. I do read those that are also Urban Fantasy, but I'm having a hard time coming up with books that would not have a woman as the main character and a large romance element (I'm assuming a little romance is ok, but not the main point of the book).

I am cross posting on the CMT forum, but thought I might get some suggestion here also.

What about Patricia Brigg's Mercy series?  Not the Alpha and Omega series. There is less romance in Mercy.

Or is he looking for more in the horror end?

Oh. Not quite werewolves, but definitely UF. Rob Thurman. She writes about two brothers in the Cal and Niko series.

Charming by Elliot James.  Male werewolf main character.  And just darn good books.

Other non-werewolf male main character UF with little\no romance series include:

The Dresden Files by Jim Butcher

Deacon Chalk by James R. Tuck

The Nightside by Simon R. Green

This is a new start of a Trilogy I believe, its more of a mystery book I've been thinking of picking up at the library Werewolf Cop: A Novel by Andrew Klavan, its just not been in when I've been in and I've got so much to read I can't fit it in or I'd have put a hold on it.  So I can't attest to how good it is just though it looked interesting.  Also Carrie Vaughn's Kitty Norville is a female character but its light on the romance.

Ben Aaronovitch's Peter Grant series is awesome as well. There aren't any werewolves per se, but it does have an apprentice wizard that manages to get himself into trouble with the river goddesses quite a bit. Fun series. Also Anne Bishop whom I just discovered thanks to this forum, her Other's series has shapeshifters in it. The first book didn't have any romance in it, only the possibility of one. Thank you ladies for the incredible first read.
