I listened to this on CD and liked the story a lot except for a swipe at Christianity. The title refers to the number of people who heard a scream and did not respond. The person screaming was murdered. The subject of the investigation is two-fold, women being murdered with a knife and people being killed by poison in the town water system. There is also a bad cop which is a swipe at the police. If you ignore all the hits on liberal targets and the lifting up of the Muslim faith, the story is good - oh, and the main cop likes cake. He is self-deprecating but smart and fights the healthy food his wife tries to press on him and supports the woman police chief.
