This is Book 4 of the Rain Wilds Chronicles.
I am pleased to say that I was mostly satisfied with the way that Hobb concluded this series. It came with as much of a happily-ever-after as she is able to muster, and every bit of it was perfectly believable. With 20 pages left in the book, I kept wondering how on earth she was going to wrap things up when so much still needed to happen, but somehow she managed to pull off the major plot points with her usual believability. My only complaint is that many of the minor plot points were still left dangling.
For other perspectives on Kelsingra that you might have forgotten about, try Chapter 27 of Assassins Quest (The City) and Chapter 8 of Ship of Destiny (Lords of the Three Realms).
