This is not as much suspenseful as it was frustrating. I kept mentally yelling "TALK TO YOUR SISTER, IDIOT" by the first third of the book. Otherwise, it rehashes a few of the older plot lines. At least we get a view at how Haven operatives interact with HQ and SCU. But you never really get to know Jessie or Emma, other than as characters that pop up in this book. I could also do without the switch to the killer's viewpoint, since it was pretty repetitive, with no real character development.
Ms. Hooper claims that this is the start of another trilogy. But I don't see how the second book will tie into this one since there really isn't any unanswered questions or mysterious background conspiracy.
