Don't let the dopey Harlequin title put you off - this is not a totally formulaic bad book. Both hero and heroine are interested in the plight of the poor in regency England, especially children, and the book is about social issues as much as it is a romance. It's more interesting on the level of history and setting than it is as a romance, but it's worth a read. Mary Nichols does not write steamy experimental romances, so don't be expecting that - enjoy it as a bit of time travel to a different age.
