I liked this entry in the series much more than I did WHERE THE DEAD LIE (2017). If you read lots of historical mystery series, like I do, you have a high tolerance for / love-hate relationship with the protagonist simply moving from interview to sedate interview. There's some of that here, but both Sebastian and Hero are on the case, which adds spice, and there are satisfying twists and turns right up to the end. There are actual motives in play, too, not just an unhinged sadistic serial-killer mind. One more big plus for me: story line is especially rich in true characters and events and Harris provides a lengthy history debrief as a postscript. Yay!
