After the events of the previous book, Rosa's brother is missing. She is the leader of the group of Humanists fighting for equality and the end of "draining factories," etc. They are being hunted for the bombing at the Echelon that occured in book 2. An offshoot group did, not Rosa's group. Jasper Lynch, Nighthawk captain is changed with bringing Mercury in (or else).
Rosa goes undercover in the Nighthawks to try to find her brother. Things happen, feelings develop. We find out about Rosa's history and who her father is. I would have liked a little more about Jasper. Both are trying to change their world and Rosa realizes that not everyone is as they seem as first.
Garrett and Perry's story is next (looks like they get a novella and a novel!)

Characters: Jack (has severe chemical burns) and Jeremy are Rosalinda's brothers. Their mom is deceased and father is (view spoiler), Ingrid is a verwulfen (werewolf) and part of their group. Mercury is the rebel and is Rosalina. Garrent, Byrnes and Perry are Nighthawks. The Nighthawks are "rogues;" those who were turned accidentally and in some cases on purpose.
